The Continuing Teaching License Program is for teachers holding an Initial Teaching License. Teachers holding a Basic Teaching License may enroll in a Standard Teaching License Program. Requirements | Teaching Competencies | Portfolio OverviewBackgroundThe Continuing Teaching License (CTL) became a new requirement for Oregon teachers on January 15, 1999, along with a variety of other changes for newly, or initially licensed teachers. The Oregon Educational Act for the 21st Century of 1991 set in motion a series of changes for K-12 schools. Among these changes were the development of new learning standards for Oregon students, and new assessments to measure how successfully students met the new standards. The shift to standards-based teaching and learning required that new teachers be prepared to teach effectively in standards-based classrooms. Oregon's Teacher Standards and Practices Commission (TSPC) revised the requirements for teaching licensure to align with the new K-12 standards. Oregon's teacher education institutions revised their teacher preparation programs to meet these new requirements. This document will address Eastern Oregon University's Continuing Teaching License program, which may differ somewhat from the programs offered at other Oregon teacher education institutions. Eastern Oregon University's portfolio process and components document the advanced teaching competencies required by TSPC for the Continuing Teaching License. The Initial Teaching LicenseThe Initial Teaching License is issued for three years and is renewable for an additional three years. Teachers holding the Initial Teaching License are not required to meet Continuing Professional Development requirements, but are expected to be working toward the requirements for the Continuing Teaching License. Requirements for the Continuing Teaching LicenseTo be eligible for a Continuing Teaching License, an applicant must: *Hold a master's degree or higher degree in the arts and sciences or an advanced degree in the professions (e.g., education) from a regionally accredited institution, together with an equally accredited bachelor's degree. *Complete an advanced program in teaching competencies beyond the initial license preparatory program, consisting of at least 9 quarter hours of graduate credit or the equivalent. This may be completed as part of the master's degree or separately. The applicant may qualify for waiver of the assessment of advanced competencies in one of two ways: (a) By obtaining certification from the National Board for Professional Teaching Standards (NBPTS); or (b) By having a regionally accredited doctor's degree in education. * Verify three years of successful experience teaching, after receiving the Initial Teaching License, for at least half time in one or more of the following schools in Oregon: a public elementary or secondary school (includes charter schools), an education service district school, a state-operated or state-supported school, a federal school, a private elementary or secondary school accredited by the Northwest Association of Schools and Colleges, a private elementary or secondary school registered by the State Department of Education, or a private proprietary career school licensed by the Superintendent of Instruction. The Continuing Teaching License is issued for five years and is renewable with Continuing Professional Development requirements.
